Press ctrl + I. Change Blending mode to hard light. You can reduce the layer opacity if necessary.
Select the background layer, add a hue / saturation. Set the value of saturation.

Create a new document, size you up. Press the letter D to reset colors. Apply filter> render> clouds.
Press ctrl + L for levels, move the black slider slightly to the right, to appear more dark.

Make a duplicate layer of 2x.

In the layer 1 copy, change the Blending mode to color burn and opacity replace approximately 70%. On layer 1, ganri Blending mode to color dodge. Lower opacity about 60-65%.
Stay in the position of layer 1, press ctrl + U to hue / saturation, colorize checkbox, click OK.
Select layer 1 copy, use the hue / saturation again. Set roughly as follows.
